In Moldova, as in other former Soviet Republics, the Parliament is a creation of social practice, a result of the dissolution of the Soviet Union. Based on these beliefs, we can agree that the need for such research is justified. Parliamentarism as a form of government and political influence in studies of both historical and contemporary points of view is a subject of this presentation. From this point of view, in the modern world, we are increasingly seeing a persistent manifestation of democratic functioning and organization of power, based on the fundamental principles of law. The Constitution of the Republic of Moldova is that country's supreme law.

According to the Covenant on Civil and Political Rights adopted by the United Nations, in 1966, the human being who enjoy his civil and political rights, enjoy in fact that “humanitas dignitas” (human dignity), since these rights derive from this. That is why this Covenant stipulated that the States parties are obligated to assure both the recognitions of these rights and their exercise and juridical protection.

Within the paper there were examined the main provisions of the European legislative act framework in the domain of protecting children victims of human trafficking offenses, with some critical remarks. The paper can be useful to the European and Romanian legislator, practitioners and academics in the field. The novelty consists of analyzing the provisions of the European legislative act, focusing on the practical ways provided for the protection of children victims of this kind of crime, and the formulated critical remarks.

Within this paper there were briefly examined the trafficking in persons offenses the two European legislative acts, namely the Framework Decision 2002/629/JHA and the Directive 2011/36UE, which repealed the first instrument, and some aspects of legal content of offenses of the two acts. The innovation and interest elements are represented by the comparative examination and highlighted by the incriminations development, thus identifying new ways to prevent and combat them. The work can be useful to those practicing in this field and in the academic environment or to the European or Romanian legislator.

The article deals with the prehistory, goals and activities of the Shipping Register of Ukraine on the Danube River. It illustrates the main functions, the rights and law support of the organization, which can ensure the safety of shipping. The Shipping Register of Ukraine always tends to a constant and greater customer satisfaction in its work and continual improvement of the effectiveness of its internal quality control system.

The study seeks to highlight the way the Romanian state concerned itself and continues to ensure professionally solving disputes that arise about sea and river transport. The complexity and specificity of this sector of economic activity require, the opinion and decision of experts in the field of reference. Given these considerations and focusing on the purpose of other European countries legislation, the modern Romanian state integrated itself the European context, adopting legal rules able to ensure fair and equitable resolution of conflicts in this field. The study tracks the evolution of the Romanian river and maritime courts driven by the economic situation of different times. Beyond these, it must be concluded that, regardless of the material conditions, political views or circumstances, Romania – State bordering a large European river and a geostrategic importance sea, must have maritime and river courts.

The fundamental rights and freedoms contained in international documents may be the object of the denial of an extradition request as independent exceptions, even if they are not covered by extradition treaties. The right to life is a fundamental human right whose protection must be achieved in the extradition proceedings. By Law no. 30/1994, Romania ratified the Convention for the Protection of Human Rights and Fundamental Freedoms, adopted by the Council of Europe.

Flexicurity is an integrated concept, resulted from the combination of two fundamental elements flexibility and security. The strategy was recognized as one of the key objectives for European Labour markets in the context of the European Employment Strategy and Lisbon Strategy. The implementation of flexicurity can only be specific, taking account of national and regional characteristics in spite of the fact that all labour markets in Europe are faced with similar challenges.

The article deals with the consequences of global climatic changes on the state of Ukrainian Danube region agrolandscapes. The influence of weather climatic conditions on change of water balance of the regional ecological systems was studied by definition of three main indicators: evaporability, deficiency of water consumption and moistening coefficient. Experimental information was given according to supervision of Danube Hydrometeorological Observatory (Izmail, Ukraine). In comparison with the statistics of weather conditions for 1961-1990 and 1991-2000 the climatic situation in 2001-2012 testifies to significant increase in an evaporability (19, 5 %) and deficiency of water consumption of the soil (41, 9 %). As a result some changes of agrolandscapes were noticed in the region, connected with mass emergence of weeds, which are atypical for the region: Ambrosia artemisifolia L. Lactuca tatarica L, Anisantha tectorum Nevski, Cyclachaena Xantifolia L. etc. Due to the high competitive capacity of weed plants, they began to occupy in the cultivated cultural plants a dominant position that led to decrease of fertility of soils and crops. Thus agrolandscapes traditionally created on arable lands became now unstable and are in great need in their arrangement.
